The Great Lakes Rural Opioid Technical Assistance - Regional Center (ROTA-RC) is a multi-state collaboration of Cooperative Extension programs working to address mental health and substance use concerns in Illinois, Indiana, Michigan, Minnesota, Ohio, and Wisconsin. This six-state collaboration is funded by the Substance Abuse and Mental Health Services Administration (SAMHSA).

This month we visit our partners in Indiana to learn how they are strengthening community capacity to prevent, treat, and support recovery for opioid & other substance use disorders as well as other mental health disorders. We will highlight one of our states, their local efforts, partners, and events as well as continue to connect you to national mental services that will serve the needs of you and your community. Purdue Extension is part of Purdue University, Indiana’s land grant institution. Based in each of Indiana’s 92 counties, Purdue Extension delivers practical, research-based information to communities that enhances lives and livelihoods.
Purdue Extension has been a recipient of SAMHSA's Rural Opioid Technical Assistance Grant program and is now part of the Great Lakes ROTA-RC partnership. Over the past 5 years, Purdue Extension has been committed to strengthening partnerships with statewide organizations that focus on treatment and recovery efforts, scaling up efforts to deliver Mental Health First Aid in rural communities, developing a new curriculum to address mental health and substance use in workplaces, and creating a video series that provides education and awareness about mental health and substance use issues.

Substance Use Education Video Series
|
|
Purdue Extension developed a series of brief, introductory educational videos related to substance use for community (general) audiences. These videos offer education about common terms, myths, and challenges to address substance use. Each video has a particular substance focus, such as opioids or stimulants. Each video also has a particular population focus, such as the challenges of substance use recovery in rural communities or in workplaces. Some videos also offer example interaction scenarios for talking about substance use or offer perspectives from experts and individuals with lived experience. Fact sheets and links to related resources are also available for use after watching the videos.

Farm Stress Team
|
Purdue Extension has a Farm Stress team that provides tools, resources, and programs to help Indiana farmers cope with the day-to-day stresses of operating an agricultural business. Compassion & Resilience Education at Work (CREW) Curriculum
|
|
As concerns about mental health and substance use rise in the United States, many organizations want new or expanded education and resources for employee mental health and well-being. To help meet this need, Purdue Extension used SAMHSA ROTA grant funds to develop an introductory educational curriculum on mental well-being specific to workplaces called Compassion & Resilience Education at Work or CREW. CREW is an adaptable curriculum that Purdue Extension can bring to employees at a workplace virtually or in person. CREW offers sessions on timely topics that employers know their employees need, such as work-life balance, stress management, and stigma reduction.
CREW launched for Purdue Extension professionals to deliver across Indiana this month and will become available for Extension professionals in other states in the future. To learn more, contact Purdue Extension’s Behavioral Health Specialist Tessa Garrow at tgarrow@purdue.edu

Mental Health First Aid Programs
Developed by the National Council for Mental Wellbeing, Mental Health First Aid is a health education and skills training course that teaches how to assist someone experiencing a mental health or substance use concern or crisis.
Purdue Extension’s delivery of Mental Health First Aid courses across the state helps community members and professionals gain awareness and knowledge about mental health and substance use issues, which they can then use to support others. Purdue Extension has delivered over 100 Mental Health First Aid courses since 2018, training more than 1,500 individuals.

What is Indiana Recovery Network?
Heather Rodriguez began her career in 2018 as a student intern with Mental Health America-Indiana while pursuing her undergraduate degree in social work. Her first assignment was to work on creating Indiana Recovery Community Organizations (RCOs). Her internship led to permanent positions and her current role as Vice President of Recovery Advocacy and Programs and Director of the Indiana Recovery Network (IRN). “This was all possible due to my sustained recovery,” says Heather. She recently celebrated 16 years of recovery.

Indiana Takes First Steps to Expand Mental Health Treatment
The Indiana General Assembly earlier this year passed a slew of mental health-related bills, including Senate Enrolled Act 1 that offers $100 million over the next two years to expand access to mental health resources to Indiana residents.
The bills were hailed by Gov. Eric Holcomb as a "sea of change" for the state and garnered near-universal support from the General Assembly.

Charmin Gabbard is the Executive Director of the Connection Café, a Recovery Community Organization based in Fayette County, Indiana. Charmin has both professional expertise and personal lived experience with substance use disorder, and she has been a champion for harm reduction and recovery communities. Charmin has been an excellent partner for Purdue Extension’s efforts to offer community education about substance use, and provides great insight to the advisory board and ROTA-RC project efforts. Charmin is also the founder of Connection Café, a grassroots recovery community & harm reduction center merged into one. She serves as the Vice President of Fayette County Drug Coalition and is a board member of the ICADDAs ethics committee.

Recovery Café Network
Recovery Café Network (RCN) is a national network of grassroots community organizations known as Recovery Cafés. Recovery Cafés use a Recovery Oriented System of Care model to serve people who seek or are in recovery from various traumas, mental health challenges, and/or substance use disorders.
RCN trains and nurtures groups seeking to start recovery communities based on the Recovery Café model. RCN is built upon a foundation that incorporates best practices informed by lived experience and the latest academic research. With this groundwork, the RCN brand is one from which every member of the Network benefits.
There are currently 61 Recovery Cafés across the United States and Canada. Indiana is home to 15 Recovery Cafés, one of the largest networks of Cafés currently.

The Great Lakes Neighborhood

Great Lakes ROTA-RC, with its Cooperative Extension partners for the Midwest region, highlights community programming in the featured state of the month. These great programs help highlight the excellent work happening in the Great Lakes Neighborhood. This month’s partner highlight is The Indiana Recovery Network (IRN).

|
The Indiana Recovery Network (IRN) is a statewide Recovery Hub in Indiana that aims to bridge gaps in services and ensure that recovery supports and services are accessible to everyone. IRN was created in 2017 through a SAMHSA grant awarded to the Indiana Addictions Issues Coalition (IAIC), a subsidiary of Mental Health America - Indiana.
IRN serves as a statewide network for recovery-related resources and organizations, including Recovery Community Organizations (RCOs). IRN provides information and resources for individuals seeking or in recovery, as well as support for grassroots recovery communities. “Often people new to recovery don’t know where to start when they’re seeking help,” notes Heather Rodriguez, IRN Director. “We created a website to make it easier for people seeking recovery support in Indiana to find out what resources were available.”

Additionally, in April 2020 IRN launched its Regional Recovery Hub program in response to COVID-19 challenges. This program provides peer support, referrals to external organizations, and responds to referrals from corrections. IRN Director Heather Rodriguez explains, “At the time, organizations were closing doors and with reduced capacity, there was a concern that people would lose connection to services. The state came to us to explore what to do to address this need. It was intended to be just a six-month program, but we’re now in our third year and will continue for another year with state funding.”
